Hmong State Anti-Communist Defense Funds Petition Against Political Prosecution
and Seizure Forfeiture
Hmong State is a non-profit political organization based in the United States. Its mission is to defend against communist perpetration, operation, and infiltration in the Hmong communities across the US and other countries. Hmong State also pursues a sovereign state (a country) in their motherlands in Asia so the Hmong people could live freely and independently like other ancient and indigenous people.
As a private- and members-funded political organization, Hmong State’s founder Seng Xiong was accused by the St. Paul, MN Police Department led by narcotic Sergeant Jennifer O’Donnell in late 2015. On October 19, 2015, the St. Paul Police Department obtained a search warrant from the US District Court, District of Minnesota, to search Mr. Xiong for potential money laundering.
According to a letter from Wells Fargo Bank, officer O’Donnell obtained an Affidavit from the US District Judge Jeffrey Keyes authorizing the St. Paul Police Department to seize the Hmong State funds. However, the US Secret Service jumped in and hijacked the $1.27 million funds on October 22, 2015, which were under Seng Xiong’s name and bank accounts with Wells Fargo and Citibank. They deposited the two checks at the Federal Reserve Bank in Cleveland, Ohio on October 28, 2015.

On March 24, 2016, Seng Xiong was detained for the accusation and later convicted with mail-fraud and wire-fraud due to mail-in and direct deposit contributions from Hmong State members and supporters. A year and a half later, he was sentenced to 87 months in federal prison by the US District Judge Susan Nelson, District of Minnesota.
The $1.27 million funds were funded and donated by Hmong State members and supporters under Hmong Tebchaws (Hmong State) with the intent to use for Hmong State Anti-Communist Defense Funds in establishing a Hmong country in our ancestral lands in Asia.
Hmong State leaders and members strongly feel that this is an unfair case for Seng Xiong and Hmong State. Therefore, we strongly urge the Hmong people and all Americans to sign this petition to release Mr. Xiong from federal prison as soon as possible, so we can continue to pursue our mission which is to peacefully fight for a country for the Hmong people.
